Gareth Edwards, who directed Godzilla, is expected to direct a third movie. He stepped down from the project in May 2016. They were hired in October 2016 to write a new script. In January 2017, Dougherty was named as the director of the school. Starting in June 2017, the main filming took place in Atlanta, Georgia, and it was done in September 2017. Yoshimitsu Banno, the film's executive producer and the director of Godzilla vs. Hedorah, died in 2017. Haruo Nakajima, the original Godzilla suit performer, also died in 2017.

Paleobiologist Dr. Emma Russell and her daughter Madison, who work for the Titan-studying group Monarch five years after the existence of the "Titans" was made public, witness the hatching of a larva dubbed Mothra. This is done by employing the "Orca," gadget, which emits frequencies that entice or change Titan behavior. Emma and Madison are kidnapped by a squad of eco-terrorists commanded by former British Army Colonel Alan Jonah. Mothra escapes and pupates beneath a neighboring waterfall at the same time.

The Monarch squad lures Rodan to Monster Zero in Mexico. Godzilla then ambushes Monster Zero and sever his left head. During the battle, the US Navy fires a "Oxygen Destroyer," prototype weapon, killing Godzilla. Monster Zero regrows his missing head and wakes all other hibernating Titans, using Rodan as his slave. Madison therefore disowns Emma.

Emma knows that the damage that Ghidorah and the other Titans will do to the world is far worse than anything humans could do. Jonah doesn't listen to her pleas to stop. Madison hears this and takes the Orca. Arriving at Fenway Park, Madison broadcasts a frequency that calms the Titans, but it also draws all of them to her. When Ghidorah lands in Boston, he wants to get rid of the Orca. Godzilla comes to fight him with the help of people from Monarch. Mark leads a team to rescue Madison and flee the city when he learns that Godzilla's radiation levels are going up and will cause a thermonuclear blast. Mothra comes to help Godzilla, but she is stopped by Rodan. She defeats him, but gets hurt in the process.

Despite Ghidorah's overwhelming might, Mothra sacrifices herself and gives her power to Godzilla, preventing him from being killed. It is revealed that the Orca is reactivated and used to lure Ghidorah from Godzilla. Emma sacrifices herself so that Mark, Madison, and the rest of the Monarch crew may get away from Ghidorah. Reborn Godzilla beats Ghidorah in an all-out battle. The Titans, led by Rodan, assemble before Godzilla and submit to his will and authority.

Legendary will still be based at Universal Pictures, but it will still work with Warner Bros. on the franchise. In May 2016, Warner Bros. said that Godzilla 2 was going to be released on March 22, 2019, instead of June 8, 2018. Shortly after that, Edwards said that he was leaving the movie to work on smaller-scale projects.

To avoid the monsters, Dougherty and Shields created a human narrative line with science fiction components that might be substituted by climate change or eco-terrorism. The third act proved to be the most difficult to write, as numerous human and monster plot threads collided and needed to be resolved. Shields said Emma's address to Monarch was rewritten multiple times. Shields and Dougherty intended the speech to ask the audience if they trusted humans or Mother Nature.

In the original script, Mark and Sam were meant to be old friends. In later drafts, this was changed from Sam to Serizawa so that he would be Mark's guide and help him learn. Adding the Oxygen Destroyer as an example of "humanity's inability to not interfere." is what Dougherty did. They decided to kill Godzilla in the middle of the movie because this is something that hasn't been done in other Godzilla movies.

It was Dougherty's goal to bring back the "God" to "Godzilla". A fan of Gareth Edwards' and Matt Allsopp's work, he wanted to include the dorsal plates from Godzilla"s original 1954 design and enlarge the claws and feet to give the monster a more menacing appearance. When it came to enhancing Godzilla's roar, the director instructed the sound engineers to make it sound more like the roars heard in the 1954 original "In my opinion, the roar of Godzilla in the original film was excellent. My goal was to get it as near as possible to the original (1954) version."

Dougherty wanted to make Mothra "beautiful, and feminine, and elegant, and looked like a true goddess, but also dangerous if she had to be." He tried to keep the original 1961 color scheme and the eye-spots on her wings. The eye-spots were created to mimic Godzilla's eyes in order to make a link between Mothra and Godzilla. Mothra was given larger legs to protect herself against other monsters, another moth-inspired feature.

Researching moth species, Dougherty came across a few that he deems "scary" and "predatory" While it came to Mothra, the artist's goal was to create a realistic-looking insectoid monster that would be convincing from any viewpoint, particularly when moving. To avoid having Mothra seem as if it were a giant moth blown up, the filmmaker thought designing Mothra to be the most challenging task. Mothra was conceptualized by Legacy Effects and built by them.

Dougherty worked closely with Toho to ensure the new design respects previous renditions of King Ghidorah. The center head was the alpha, while the others were its lackeys. He researched animals, especially king cobras, to lend authenticity to the design. The designers were ordered to look at diverse scales from other reptiles to prevent having Ghidorah's scales appearing comparable to Godzilla or the real King Ghidorah.

In order for Ghidorah to have an Eastern dragon impact, the director said, "We need avoid any Western dragon influence." "They're not the kind of dragons you'd expect to see in the West. That's right, they were the marching instructions from the start. Dragons from Game of Thrones are not what we're going for." For Ghidorah, Legacy Effects also designed it. However, Dougherty referred to Ghidorah as Rip Van Winkle, because of his curiosity and brutality. Ghidorah, according to producer Alex Garcia, is "not part of the natural order."

Dougherty said that the movie would have new monsters that weren't made by Toho. It was revealed that the names of the non-Toho Titans are Baphomet, Typhoon, Abaddon, Bunyip, Methuselah, Behemoth, Scylla, Tyra, Mokele, and Mbembe. He did this because he thought it was part of the "Toho tradition" to keep adding new monsters to the Godzilla family tree. Dougherty had hoped that Legendary would get other monsters from Toho, like Anguirus, Biollante, and Gigan, but that didn't happen. However, the film's budget kept them from getting more Toho characters.

getting the noises right. was crucial for the roars, the filmmaker believed. In the Shwa Godzilla films, the monster roars were "super cut" and used as a starting point for sound designers. He said the monsters' roars would be similar to their original incarnations. When the actors had to flee or respond to the creatures, Dougherty had them roared over a big sound system.

The film came out on August 13th in digital HD and on DVD, Blu-ray, and 4K Ultra HD on August 27th. In addition to HDR10 and HDR10+, the 4K release includes a Dolby Atmos soundtrack. Best Buy offered a 4K UHD Combo steelbook exclusively for its store. VideoScan First Alert ranked the film's home media release at #1. US and Canadian DVD sales totaled $36.1 million, with $12.6 million coming from DVD and $23.5 from Blu-ray.

Toho distributed Godzilla: King of the Monsters in Japan. The movie was supposed to be out on June 8, 2018. After being postponed in May 2016, it was finally released on March 22, 2019.

The film was distributed in ScreenX formats in several regions. The film was rated PG-13 in the US for "sequences of monster action, violence, and destruction, and for some language." In April 2019, a private screening was presented for the press at Toho Studios in Tokyo, which was followed by a 30-minute Q&A with Dougherty and Ken Watanabe.

Attendees were able to pose in scenes from the film using a green-screen photo booth. Attendees at Regal's IMAX theaters received a mini-poster of the ticket's picture in addition to a collector ticket. Two different sizes of collector tickets were made available: standard (measured 4 inches wide by 7.5 inches high) and Godzilla (5.125 inches wide by 9.5 inches high). It was extended for one month in China in June 2019.

The movie begins in 2014. Following the tragic struggle that took place there, Mark (Kyle Chandler) and Emma Russell (Vera Farmiga) had lost their oldest son Andrew, while hanging onto their baby daughter Madison (Lexi Rabe) (Lexi Rabe). Emma glances up and gets a sight of Godzilla himself, somewhere after his fight with the MUTOS.

Emma is now living with Madison while working as a paleobiologist for Monarch (now played by Millie Bobby Brown). Orca is a gadget that can generate frequencies for interacting with Titans, and she has been working on it for some time. For Madison's sake, Mark still attempts to keep in touch with them. Mothra's birth is seen by other scientists at an underground facility in China, which Emma and Madison visit later in the story.

As she emerges, she spots soldiers with weapons drawn on her, and she reacts violently, shooting them with webbing. Emma runs to try to get the Orca to work, and she finds a frequency that Mothra can understand. This calms her down. Madison is even able to get close to her and touch her, even though she doesn't want to. Alan Jonah (Charles Dance) leads a group of eco-terrorists who kill all the scientists left and kidnap the two girls who were with them. Mothra is able to get away.

In response to the senators' demand that Monarch be incorporated into the United States government, doctors Ishiro Serizawa (Ken Watanabe), Vivienne Graham (Sally Hawkins), and Sam Coleman (Thomas Middleditch) leave a Senate session. After discovering that Emma and Madison were kidnapped by Jonah, they meet up with Mark, who intends to utilize the Orca for his own sinister ends.

In addition to Dr. Rick Stanton (Bradley Whitford) and Dr. Ilene Chen (Ziyi Zhang), the three accompany Mark to meet G-Team head Colonel Diane Foster (Aisha Hinds) and Officer Jackson Barnes (O'Shea Jackson, Jr.). Informed that other Titans besides Godzilla have been discovered, Mark suggests killing them before they emerge (blaming Godzilla for Andrew's death), but Monarch refuses.

Jonah takes Emma and Madison to a place where a huge creature called "Monster Zero" – King Ghidorah – is frozen in a block of ice. In the end, when Monarch and Jonah's teams meet, they set up the Orca to try and talk to him. Makes a move to save Emma and Madison, but when Madison starts walking toward him, Emma grabs a detonator. She wants to set off the explosives on the ice to free Ghidorah. She does this, and everyone runs to get it. Freed: The three-headed beast rises to the surface when he is freed.

Godzilla arrives not long after that to finish the job. With all three heads firing lightning bolts at Godzilla, Ghidorah sends him tumbling into the frozen water, while Godzilla is forced to retreat back beneath the ice. Afterwards, Ghidorah goes on the attack and kills many individuals, including Graham.

Later, Monarch gets in touch with Emma, who is eager to help Jonah rescue the Titans from their prison. The Titans saw themselves as the true rulers of the earth, and they may be able to restore order to a world that man has long ago destabilized and debased. To Mark, it seems as though she is seeking vengeance for Andrew's murder.

Not long later, Ghidorah comes in and confronts Rodan. Ghidorah obtains the upper hand (or claw) by utilizing his additional heads to take Rodan down. Before he can continue to strike, Godzilla returns back for round two. They start to fight it out again, with Godzilla succeeding to rip off Rodan’s left head. Meanwhile, Monarch is contacted by Captain William Stenz (David Straithairn), who informs them that the military is ready to fire a large weapon dubbed the “Oxygen Destroyer” in order to destroy the creatures. The bomb strikes, but Ghidorah flees, while it appears as if Godzilla has died.

Ghidorah takes off and flies to the top of the volcano, where he grows a new head from his own body parts. He sends out his call, which wakes up the other Titans. As a response, the Titans start to cause untold chaos and destruction on their land, with a lot of people being killed. He even lets Ghidorah rule over him. Monarch says that Ghidorah has become the Titans' leader, and now all the Titans follow him.

Mothra, who has been cocooned beneath a waterfall, emerges with luminous wings and flies for Godzilla, who is alive but weakened and healing underwater. Mothra and Godzilla are spotted by Monarch as they communicate with each other. Mothra and Godzilla "have a thing," as Barnes puts it, and the crew agrees with him. He was one of the Titans most feared and would confront Godzilla for power, according to Ilene's research from historical texts. "

He rises in a fit of rage and continues to wreak havoc on his arch-enemies. Humans are racing to leave Boston, but Emma knows she must make amends for her actions. In spite of Mark and Madison's pleadings, she refuses to get on the plane to leave the city. Using the Orca, she lures Ghidorah into her van. While Godzilla's nuclear pulse is still building, he fires a blast at her, knocking her out of the van. Emma's final words are, "Long live the king." Skyscrapers collapse around him as everything else catches fire and goes up in smoke. Ghidorah is finally destroyed by Big G's powerful blast, which burns off his wings and kills his two side heads. After one more blast, the city burns to the ground, and Ghidorah's head emerges from the ashes... Godzilla, on the other hand, sucks the life out of the creature with one swoop.

A team of Monarch scientists and troops led by Emma's estranged husband Mark has formed to stop Jonah from achieving what he wants; however, the squad arrives too late to stop Emma from freeing Ghidorah. In their first encounter, the monster goes on the attack and defeats Godzilla. Mark learns from Emma that she has been working with Jonah to unleash the Titans on the Earth in order to restore balance to the planet.. Before battling and ultimately succumbing to Ghidorah, he murders a whole squadron of troops after rescuing Rodan from his volcano. Afterwards, the three-headed dragon asserts his authority, inspiring the other Titans to rise and wreak devastation.

Godzilla is seriously damaged by a bomb fired by the military. Monarch understands that a nuclear would speed up his recovery, so he's hiding down beneath. Dr. Serizawa is willing to die in order to bring Godzilla back to life.

The credits say a Mothra egg has been unearthed, and Godzilla is preparing to fight Kong. Meanwhile, Ghidorah's head is delivered to Jonah for an experiment.
