Afterwards, Ghidorah goes on the attack and kills many individuals, including Graham.
Later, Monarch gets in touch with Emma, who is eager to help Jonah rescue the Titans from their prison. The Titans saw themselves as the true rulers of the earth, and they may be able to restore order to a world that man has long ago destabilized and debased. To Mark, it seems as though she is seeking vengeance for Andrew's murder.

The bomb strikes, but Ghidorah flees, while it appears as if Godzilla has died.
Ghidorah takes off and flies to the top of the volcano, where he grows a new head from his own body parts. He sends out his call, which wakes up the other Titans. As a response, the Titans start to cause untold chaos and destruction on their land, with a lot of people being killed. He even lets Ghidorah rule over him. Monarch says that Ghidorah has become the Titans' leader, and now all the Titans follow him.
Mothra, who has been cocooned beneath a waterfall, emerges with luminous wings and flies for Godzilla, who is alive but weakened and healing underwater. Mothra and Godzilla are spotted by Monarch as they communicate with each other. Mothra and Godzilla "have a thing," as Barnes puts it, and the crew agrees with him. A team of Monarch scientists and troops led by Emma's estranged husband Mark has formed to stop Jonah from achieving what he wants; however, the squad arrives too late to stop Emma from freeing Ghidorah. In their first encounter, the monster goes on the attack and defeats Godzilla. Mark learns from Emma that she has been working with Jonah to unleash the Titans on the Earth in order to restore balance to the planet.. Before battling and ultimately succumbing to Ghidorah, he murders a whole squadron of troops after rescuing Rodan from his volcano. Afterwards, the three-headed dragon asserts his authority, inspiring the other Titans to rise and wreak devastation.
Godzilla is seriously damaged by a bomb fired by the military. Monarch understands that a nuclear would speed up his recovery, so he's hiding down beneath. Dr. Serizawa is willing to die in order to bring Godzilla back to life.
The credits say a Mothra egg has been unearthed, and Godzilla is preparing to fight Kong. Meanwhile, Ghidorah's head is delivered to Jonah for an experiment.
